1. Purpose

To explain the checks we carry out to be reasonably sure that the organisations hangel works with and features on the platform are genuine, lawful and appropriate in terms of reputation.

2. Scope

  • NGOs (associations and foundations), sports clubs, student clubs and brands joining the platform,
  • affiliate networks and partner shops,
  • sponsors, public bodies, universities, international networks and project partners.

3. Principles

  1. Check first, publish later. No action can be taken on behalf of an organisation before its account is approved.
  2. Rely on documents. An organisation's statements are compared with official records and documents wherever possible.
  3. Proportionality. The depth of the check matches the risk of the relationship: NGOs that receive transfers and corporate partners are checked in more detail.
  4. Accurate announcements. A partnership is announced only when it actually exists; a meeting, an application or a one-sided registration is not presented as a partnership. Other organisations' logos are used only with permission or in line with their own usage rules.
  5. Ending relationships. If a serious problem emerges after the check or during the relationship, the relationship is suspended or ended.

4. Roles and responsibilities

  • Super-admins: approve or reject organisation applications and review transparency documents.
  • Lawyer: reviews transparency and legal documents.
  • Board of Directors: decides on corporate partnerships, sponsorships and protocols.

5. How it works at hangel today

  • Organisation applications: Every organisation application is approved or rejected by a super-admin.
  • Matching with official records: hangel holds an archive built from the official registry information of about 101,000 associations and 6,700 foundations. Associations are matched with this archive using their registry number.
  • Transparency review: Organisations upload legal documents such as their statutes and certificate of activity. A lawyer or super-admin approves or rejects the document; a rejection is notified to the organisation. The decision is tied to the reviewed file; if the organisation replaces the file, the decision is reset. The outcome is reflected in the organisation's transparency score (Transparency Index Principles).
  • NGOs receiving transfers: Transfers are made to the institutional bank account declared by the organisation; this information is kept in separate, restricted records.
  • Correspondence file: Correspondence with partners, public bodies and networks is kept in a single file per organisation (e-mails sent, forms submitted, the organisation's replies); the organisation can view its own file through a private link.
  • Our Collaborations page: hangel.org/collaborations shows only partnerships that actually exist, memberships and systems we are registered with.

6. Not yet in place and our goals

  • The platform has no step that screens NGOs receiving transfers, or their representatives, against sanctions lists; the manual screening rule in the existing "Counter-Terrorist Financing and Sanctions Screening Policy" also needs to be applied to these NGOs (Anti-Money Laundering and Counter-Terrorist Financing Policy).
  • We do not independently verify that a bank account belongs to the organisation; our goal is to obtain confirmation of the account holder before the first transfer.
  • There is no written due diligence checklist for corporate partners and sponsors.
  • For foundations, archive matching depends on the registry ID; we have not verified that every foundation has been matched.

7. How to raise a concern

Concerns that an organisation is not genuine or is being misused: "Report" on its profile in the app, or destek@hangel.org. Serious misconduct: kvkk@hangel.org (subject "Whistleblowing — Confidential").

8. Review

At least once a year.
